Desde 1918, Pertini foi militante do Partido Socialista. Esteve preso várias vezes devido à sua oposição ao fascismo de Benito Mussolini e foi exilado de 1935 até 1943. Em 1944, foi condenado à morte pela SS alemã em Roma, mas conseguiu fugir. Depois da Segunda Guerra Mundial, participou da reconstrução do Partido Socialista. De 1948 a 1953, foi membro do Senado e, a partir de 1953, membro da Câmara de Deputados, cuja presidência assumiu em 1968 (até 1976). Seu poder político saiu reforçado da crise provocada pelo assassinato de Aldo Moro. Foi sucedido por sco Cossiga.
