    Durante a Segunda Guerra Mundial, foi preso pelas suas simpatias nazistas e também por ser o líder da organização fascista "Ossewa Brandwag". Em 1945, incorporou-se ao Partido Nacional, pelo qual foi eleito deputado ao Parlamento em 1953. De 1958 a 1961, foi ministro da Educação e, em 1961, foi nomeado ministro da Justiça no gabinete presidido por Hendrik Verwoerd (primeiro-ministro de 1959 a 1966). Após o assassinato deste último, Vorster tornou-se primeiro-ministro e, também, presidente do partido. À semelhança de seu predecessor, defendeu o "apartheid", ainda que tenha sido forçado a conceder uma certa autonomia aos Homelans. A partir de meados dos anos 70, a África do Sul sofreu crescentes pressões, tanto externas como internas (tal como o episódio dos sangrentos confrontos raciais no Soweto, em 1976), para terminar com o regime racista. Por isso, em 1978, foi substituído no cargo por Pieter Willem Botha. Embora com funções meramente representativas, Vorster teve de se demitir do cargo de presidente da República (1978-1979) devido a um escândalo financeiro.
